Well, we are more than halfway through the first term already. l hope that all new staff and students have found their feet and are making the most of the facilities, both academic and recreational, here in Carlow. This is the second library newsletter of the academic year. Here is a reminder that lots of information about the library can be found on our web pages at:

As we move further into the academic year, the opening hours of the library are being extended. With effect from Monday, 18th November , the library will remain open until 10.00p.m. This will also include Friday night operation until 10.00p.m. Saturday morning opening between 9.00 - 1.00 will commence on Saturday 23rd November. The extended hours of opening will be as follows:
Monday 9.00 - 22.00
Tuesday 9.00 - 22.00
Wednesday 9.00 - 22.00
Thursday 9.00 - 22.00
Friday 9.00 - 22.00
Saturday 9.00 - 13.00

Although there are plenty of computers in the LRC, some of you may have difficulty in getting one just when you want it. Did you know that the library staff will take advanced bookings for any one of the first eight PCs in the library? Users may book in advance for up to an hour at a time. This way, users will know that the booked time is their time exclusively and they can plan accordingly. Users can contact the library staff at the main desk in person or by dialling extension 429.

Any student or group of students can request an in-depth presentation of the library facilities at any point during the year. This can be done by calling in to the library in person, by e-mail

Library Audit
A representative from Deloitte & Touche recently carried out an internal audit of library procedures and practices. A report is currently being compiled. The library is committed to continuous improvement of its services and will seek to incorporate any recommendations into the future plans for the service.

Infotrac Onefile Database Enhancement
The library has availed of a new option offered to Infotrac users. Content from the Ingenta online service can now be searched as part of an Infotrac search. Ingenta's more than 5,400 scholarly and academic electronic journals are combined with Infotrac's core periodical content -- about 4,200 full-text titles -- to create a collection of more than 9,000 titles online. It should be noted that full-text access to Ingenta articles is dependent on the library holding a subscription to that individual title. Nevertheless, the additional citations and abstracts which can now be retrieved should provide added value for users.

Now that all theses have been added to the library catalogue, there is a slight change in the way in which library staff manage their usage. Theses will continue to be available on request from the main desk and the user will still be required to complete a copyright declaration form. When this has been done, the relevant thesis/theses will be loaned to the user for use in the library only and will appear on the users loan account. The users loan will be cleared when the thesis/theses are returned to the desk.

Free access to Bentham Science Journals
All issues of Bentham Science's journals published in the year 2000 and 2001 are now available FREE on-line in full text PDF form in collaboration with INGENTA. This access will continue until the end of this year. The 25 titles covered by this offer can be viewed at:

ABI INFORM Global edition database - free trial
the Silver Platter Resource of the Month is ABI INFORM ."ABI/Inform Global Edition
contains abstracts of articles from approximately 1000 international journals covering business and management and related functional areas. The database is divided into five major areas or classification codes: business environment, management function, industries and markets, article treatment, organization codes.Access to this database is available free to registered users during September. TAXFIND database - trial
For the next week or so, the library has arranged trial access to this internet database.
"TaxFind
brings together a vast range of publications, legislation, case law, articles and documentation to form a complete library of taxation information, analysis and experience on a single CD and Online via the internet. In the Online edition, there are regular updates each month covering Revenue material, Institute seminars and Irish Tax Review articles."To access the trial, a login and password are required. Murdoch's Irish Legal Companion - trial
For the next couple of weeks, the library has arranged trial access to this internet database.
"Murdochs Irish Legal Companion combines the authoritative Murdochs Dictionary of Irish Law with the full text of cited Irish statutes since the foundation of the State. It also includes the more important statutory instruments and reference to hundreds of judicial decisions. Easy to use, the companion has over 650,000 hypertext cross references (including relevant websites) and is a must have for anybody involved in Irish law.
All areas of law are treated thoroughly, old and new law distinguished, rules of court elaborated upon, guidelines and practice of the regulated professions (such as the Stock Exchange) given, historical information supplied, plus the statutory full text. Changes in law covered in the Companion include the uro, e-commerce, planning and development and The Good Friday Agreement. Broad ranges of topics are also included ranging from bankruptcy to the environment, taxation to the EU."

All-Ireland Cochrane Library Initiative
The
Cochrane Library is a collection of unbiased electronic databases enabling medical professionals, researchers and government agencies access to the best single source of reliable evidence about the effects of healthcare. The library has received a donation of 22 books written in easy-to-read French, which may be of interest to anyone wishing to improve their grasp of basic French. Computer Science Technical Reports
This website is described as:

PEDro is the Physiotherapy Evidence Database. It has been developed to give rapid access to bibliographic details and abstracts of randomised controlled trials and systematic reviews in physiotherapy. Most trials on the database have been rated for quality to help users quickly discriminate between trials which are likely to be valid and interpretable and those which are not. The database is free and fully searchable.

The National Science Board in the United States has published
Science and Engineering Indicators 2002, which provides a broad base of quantitative information about U.S. science, engineering and technology. It is a 2-volume work and among the 8 chapters are 'Higher Education in Science and Engineering' and 'Academic Research and Development'. Welcome back to everyone, and a special welcome to new students and staff who have come to IT Carlow for the first time. We would also like to extend a hearty '
Cead Mile Failte' to our overseas students. This is the first library newsletter of the new academic year and it is hoped to have a new edition produced during most months between now and June 2003. During the initial weeks of this term the library will be open from 9.00 to 17.00 Monday-Friday.
Late evening opening to 21.00 hrs Monday-Thursday commences on Monday 23rd September.
As the academic year progresses, Friday night operation and Saturday morning operation will be introduced.

Availability of Library Facilities for New Students
Upon registration, new students are provided with a student card. This is also the library card that allows the user to borrow library materials. However, borrowing facilities for new students do not become available until their details are uploaded to the MILLENNIUM library management system. This does not occur until most students have registered. In the meantime, new students have access to all library facilities, except book borrowing.
Although searching the library catalogue is reasonably straightforward, new users may find that the

We look forward to meeting most of our new students at the induction sessions which have been organised by the Student Services Department. MILLENNIUM Library System Update
Staff training in the core modules has now been completed. New services that will become available in the coming weeks include the following:
Users will be able to automatically place a hold on material that is checked out to another user.
Users, who have rights to do so, will be able to submit their Inter Library Loan requests online via the library web pages.
Users will be able to track the progress of items which Academic Staff have requested be purchased for library stock.
Users will be able to renew material that is already overdue, provided that no other user has requested the item.

Staff Loans on MILLENNIUM Library System
For operational reasons, all material out on loan to staff has been renewed on the MILLENNIUM library system and is now due back in early December. Of course, any material that is requested by another user must be returned on demand.
Staff are requested to check their loan account and to contact library staff if they have queries about material that is showing as being on loan to them.

British Library - price increases
The British Library have announced substantial price increases for their Inter-Library Loan service. These now stand at:
Each Journal Article @ STG7.00 + VAT is equivalent to EURO13.31
Each Book @ STG10.00 +VAT is equivalent to EURO19.00 + return postage
As a consequence, restrictions may have to be introduced on the number of requests taken.
In the meantime, the Librarians of the Institutes of Technology will examine the possibility of using the MILLENNIUM library system to have requests fulfilled from holdings within the Institute of Technology sector.

PATLIB 2001 conference proceedings

PATLIB 2001 conference, which deals with all aspects of patents, copyrights and intellectual property was held in Dublin. The library has now received the conference proceedings both in print and CD-ROM formats. An added bonus of the CD-ROM version is that it includes the proceedings of all earlier conferences since 1997.The shelf number is 344.10648 and there are 3 copies of each format available. The LTSN is a major network of 24 subject centres based in higher education institutions throughout the UK and a single Generic Centre. The Institute of Directors in the UK, an organisation of high-level business practitioners, has recently published a report on the English education system. It appears to advocate 'more plumbers and less media-studies graduates" If the ideas contained in the report are taken up by UK administrators, then it will only be a matter of time before they are applied over here. The library has received 2 sample issues of this magazine. It is a design magazine for 3D artists and animators. Inside there are practical tips and creative advice, plus reviews of the latest groundbreaking hardware and software for PC and Mac. The range of news features and profiles covers the creation of 3D visuals for television, film, games and the Web, as well as illustration, product visualisation and design. The mobility of academic researchers: Academic careers & recruitment in ICT and Biotechnology
This study, published by the Institute for Prospective Technological Studies and the European Commission Joint Research Centre, looks at the issue of how a period abroad affects the future career paths of young researchers. The fieldwork focuses on the disciplines of Information and Communications Technologies (ICT) and Biotechnology and based is on 24 case studies in 10 countries and involved interviews with around 80 researchers and 20 research directors. The research aimed to identify features of emerging best practice to encourage a free and even circulation of scientific talent around the European Union and beyond. In particular it looked at the triggers and barriers to return mobility as they affect individual researchers and their research centres. The interviews cover the motivations and experiences for undertaking research abroad and then returning home, the recruitment and career structures of their own institution and within their own country. The Spring Term is almost over and when students return on Monday, 8th April, it will be downhill all the way to the Summer examinations. So enjoy the Easter Break while you can.
The library will close at 1.00 p.m. on Thursday 28th March and will re-open at 9.00 a.m. on Wednesday 3rd April.
Out-of-term opening hours will apply when the library is open between Friday 22nd March and Friday 5th April. These are:

MILLENNIUM Library System Update
Staff training in the Inter-Library Loans Module and the Acquisitions Module will take place from Monday 15th - Friday 19th April. This training will be in Room 306 of the LRC. Classes that are scheduled for Room 306 between Friday 12th April and Monday 22nd April inclusive will be re-located to Room 207 in the LRC. Notices to this effect will be displayed on the doors of Rooms 306 & 207.
New LRC Resources - Induction Sessions
Any staff who missed out on these presentations can contact the Librarian, who will arrange further induction sessions as required. In addition, any lecturer who wishes to have the new library catalogue and web pages outlined to students can also contact the Librarian Tel. Ext. 567. Induction sessions for non-academic staff may be scheduled in the week before and the week after Easter.
The library is now subscribing to this web-based database. The database currently contains over 115,000 annotated references from more than 500 design and craft journals published between 1973-2002, as well as data on over 50,000 designers, craftspeople, studios, workshops, firms etc. It is the largest database of its kind in the world and between 10,000-15,000 references are added annually. Even though this is not a full-text database, it should nevertheless be a valuable resource for design studies.

Science Direct Database - Chemistry Backfiles
Elsevier Publishers have announced that they have completed the loading of the entire
Chemistry Backfiles package onto the ScienceDirect platform. In some cases, material dates back as far as 1958. Even though this Institute does not subscribe to the Backfiles, as a ScienceDirect customer IT Carlow users are able to search this important resource and relevant articles may be requested through the Inter-Library Loan Service. Searching the Backfiles occurs automatically when a user carries out any search in ScienceDirect. Energy Citations is publicly available without charge to users. Biotechnology Abstracts CD-ROM
This CD database is now available again on a specific PC in the library. The disc itself is held at the main desk. Please contact the library (Ext. 429) to book Biotechnology Abstracts. A description of the database follows:
Derwent Biotechnology Abstracts provides in-depth coverage of the most current and leading edge scientific and technical research in the field of biotechnology, with an emphasis on commercial and industrial applications. It contains information abstracted from over 1,200 of the world's leading scientific and technological journals, patents from 40 patent-issuing authorities, and international conferences and meetings. More than 30% of the records in contain important worldwide patent information.
Derwent Biotechnology Abstracts covers all aspects of the field including genetic engineering, biochemical engineering, fermentation, cell culture, and industrial waste-disposal. Each of the databases 200,000+ records includes original titles of journal articles, plus a secondary enhanced title, specially-written titles to cover the main developments and contents of new patents, full bibliographic data, and concise, re-written abstracts detailing research methods, results given and conclusions drawn. Formulae, drawings and diagrams are also included.
IT Carlow users now have on-campus access to the expanded InfoTrac database called OneFile. As its name suggests, it is one large database which, at the time of writing, contains 24,487,299 articles from approx. 7,000 journals, magazines and newspapers. About 50% of the total number of articles are in full-text format. InfoTrac is a multi-disciplinary database and covers all subjects taught at IT Carlow. Go to:

European Commission Science & Society Action Plan
The Commission adopted on the 4 December an Action Plan on Science and Society .The plan is part of the Commission's efforts to create a true European Research Area. It aims to build a more harmonious relationship between scientific endeavour and the European society at large. The Science and Society Action Plan proposes a range of initiatives, along three directions: promoting education and science culture in Europe; bringing science policy closer to the citizens; and responsible science for policy-making. These initiatives are to be undertaken, in a common and co-ordinated effort, by the Commission, Member State and regional authorities, scientists, policy-makers, enterprises and other stakeholders from civil society. This has now been published and the full-text document is available at:

HighWire Press (Library of the Sciences and Medicine)
Stanford University Libraries' HighWire Press began in early 1995 with the online production of the weekly Journal of Biological Chemistry, the most highly cited (and second largest) peer-reviewed journal.
HighWire now hosts 311 journals online e.g. IT Carlow's online access to Microbiology Journal is provided via HighWire Press. In addition, there are currently 22 free trials, 11 free journals, 108 free back issues plus FREE access to the full-text of cited references in all 311 HighWire-based journals. Scirus has been voted Best Speciality Search Engine in the recent Search Engine Awards 2001. As mentioned in a previous newsletter, Scirus claims to only find material of a scientific nature, but also includes Arts, Humanities and the Social Sciences. IT Carlow users should find it particularly useful as it also retrieves references which can be linked to full-text articles in the ScienceDirect database. Go to:

ResearchIndex is a scientific literature digital library that aims to improve the dissemination and feedback of scientific literature, and to provide improvements in functionality, usability, availability, cost, comprehensiveness, efficiency, and timeliness. Welcome back to all staff and students after the Christmas break. You will have noticed that there was no newsletter published in December. This was mainly due to the fact that I was involved in training on the new Millennium system so that by the time a newsletter could be drafted, it was the end of term and staff and students had left. I hope that the new library catalogue and web pages are proving to be of benefit to students and staff in opening up access to the library collections and enhancing online access to various resources.
MILLENNIUM Library System Update
The journals module is now live and library staff will shortly be entering issue details for this years journals. Users will be able to check when:
The journal title index now also includes the 129 journals that are in the Emerald Fulltext database. Users on campus will be able to link directly from the library catalogue entry to the full-text articles.
In addition, any print subscriptions which come with Internet access to articles will also have the web link available via the library catalogue.

The Millennium library system was upgraded to be EURO compliant in December. This is both good news and bad news for students who have overdue books. The good news is that fines for newly overdue materials have come down:
General Lending Books 10 cent per day (formerly 10 pence per day)
Short Loan Collection Books 10 cent per hour (formerly 10 pence per hour)
The bad news is that the fines system will be rigourously enforced and any student whose account reaches 5EURO will not be allowed to borrow materials until the account is cleared. Of course, students can save themselves money by extending the loan period of their books over the web. To do this, go to:

The student name and number from the Institute ID card must be inputted on screen. Click on the '
RENEW' buttons to extend the date by a week from that day. Please note that books which are already overdue, books from the Short Loan Collection or books that have been requested by other users may not have their due dates extended.
New LRC Resources - Induction Sessions
Any staff who missed out on these presentations can contact the Librarian, who will arrange further induction sessions as required. In addition, any lecturer who wishes to have the new library catalogue and web pages outlined to students can also contact the Librarian Tel. Ext. 567.
Emerald Fulltext Database - update
Details of all 129 journals in this database are now listed in the library catalogue and users on campus will be able to link directly from the library catalogue entry for a journal to the full-text of articles contained in that journal. To bring up the list of Emerald titles from the library catalogue, click on 'Series' search button and enter Emerald in the search box.
